Publish the toplist

1. Add [top_up_toplist limit="50" perpage="20"] to a page.
2. Add [top_up_signup] to a submission page.
3. Submit a test site with title, URL, and email.
4. Open TOP UP PRO in WordPress administration and approve the pending member.
5. Open the toplist and verify that the approved member appears.
6. Use the member IN tracking link to record inbound traffic; outbound clicks are recorded before redirecting visitors.

The toplist orders approved entries by Hits IN, then Hits OUT, then member ID.
